This form is to be filled during the first stage of this Call for proposals.

Afterwards you can complete the application form by clicking on the apply button on the right. In this application form, you will be asked to both complete questions and upload documents.

Templates are provided within the webform: you will need to download, complete and upload them. Your webform draft will automatically be saved, so you can close the application form at any time and return afterwards. Attention, once you have submitted your application, it can't be modified.
The call for proposals is organised in two rounds. During the first round, we will check your eligibility, your management capacity as well as the alignment of your proposal with the objectives of the call.
Organisations that are selected during stage 1 (concept notes) of the Call for proposals will be invited to present a more complete proposal in stage 2. Our review process is highly selective and rigorous. Please note that only proposals that are in line with the objective for our Call for proposals will be selected.
Only organisations that meet the following criteria are eligible for the Call for proposals. Other proposals will be rejected.
All applicants must:
- be a legal person; and
- be established or represented in Palestine; and
- be a public entity or
- be a non-profit private entity or a foundation or
- be a legal entity of private law for which profit maximization is not the priority objective
The lead applicant needs to be a Private Sector Umbrella Organisation (PSUO) , and;
- be directly responsible for the preparation and management of the action with the co-applicant(s) and not be acting as an intermediary and;
- have an active bank account for the past 24 months; and
- have audited financial statements (income statement and balance sheet) for the 2 previous calendar years of the last closed financial year
The co-applicants must:
- be a Vocational Training Centre (VTC) or another not for profit training provider, accredited by the Ministry of Labour

In this Call for proposals, East-Jerusalem is considered as:

•East-Jerusalem which was annexed unilaterally by Israel in 1967
•Including: Beit Hanina, Shufat Refugee Camp, Shufat, El Isawiya, Jerusalem Al Quds (Sheikh Jarrah, Wadi al Joz, Bab a Sahara, As Suwanna, At Tur, Ash Shayyahm Ral al Amud), Silwan, Ath Thuri, Jabal al Kukabbir, As Sawahira al Ghabriya, Beit Safafa, Sharafat, Sur Bahir, Umm Tuba and Khufr Aqab
•J2 area
- Other locaties of Jerusalem Governerate outside J1 forcefully annexed by Israel (mostly located in Area C)
- Including: Rafat, Mikhmas, Qalandiya Refugee Camp, Bedouin commity Jaba, Qalandiya, Beit duaau, Jaba, Al juderia, Beit Anan, Ar Ram, Dahiyat al Bareed, Al Jib, Bir Nabala, Beit Ijza, Al Qubeiba, Khirbet Umm al Lahem, Biddu, An Nabi Samwil, Hizma, Beit Hanina al Balad, Qattana, Beit Surik, Beit Iksa, Anata, AL Kaabina, Arab al Jahalin, El eizariya and Abud Dis, Qa Zaayyem, Al Sawahira ash Shariquya and Ash Sheikh Sa’d.
