I. Important clarification after information session on 15/02
We have noticed that the number of direct beneficiaries (2800 youth, in two tracks), the number of training cycles and the minimum number of trainees per cycle have created some confusion in the session. In the guidelines, we are talking about the very minimal numbers (on p.5). With this e-mail we want to clarify the confusion and elaborate on the estimates for this Call:
(1) The target of 7 hubs is an indication for this Call, but depending on the proposals and requested budget, we can select more spaces.
(2) The overall number of trainees (in all hubs in their totality) should be 2800 youth, with either an employment profile (1600) or a resilience profile (1200)
(3) Minimum 4 training cycles have been successfully implemented in each hub
- At least 2 training cycles for the employment track
- At least 2 training cycles for the resilience track
- With a maximum 20 trainees per training cycle
- Consider the minimum amount of the Grant as 60.000 Euro and realistic budgeting in your proposal
(4) The average people trained per hub can be presented as follows
- 400 trainees per hub on average
- With 230 trainees per hub in the employment track (on average)
- With 170 trainees per hub in the resilience track (on average)
- Consider the maximum amount of the Grant as 145.000 Euro and realistic budgeting in your proposal
(5) The above repartition is designed in a way to have a mix of organisations apply for this Call for Proposals, encouraging both smaller and larger organisations to present an innovative idea and to receive support.
II. Only organisations that meet the following criteria are eligible for the Call for proposals. Other proposals will be rejected.
(1) To be admissible for grants, all applicants must satisfy the following conditions:
a) be a legal person; and
b) be a public entity, or
c) be a non-profit private entity or a foundation; or be a legal entity of private law for which profit maximization is not the priority objective and
d) be established or represented in Palestine[;
and e) they cannot be part of the experts’ team implementing the assignment of the “Program for set-up of the Innovation Hubs in Palestine” PZA1804411-10005 which is commissioned by Enabel;
(2) In addition to the above, the lead applicants must satisfy the following conditions:
f) Must be an existing innovation ecosystem player corresponding to one of the following classifications:
o Incubators and Accelerators
o Working Spaces
o Innovation and/or Entrepreneurship Centers / Organizations
o Training Centers
o Existing CSO, CBO active in the field of development and innovation targeted towards vulnerable youth/adolescence
g) be directly responsible for the preparation and management of the action with the co-applicant(s) and not be acting as an intermediary and;
h) must have an active bank account for the past 24 months; and
i) must have audited financial statements (income statement and balance sheet) of the last closed financial year
(3) if your proposal includes a co-applicant (no obligation), it must comply with conditions under (1). The role of the co-applicant is stipulated as follows: to support the applicant to maximize the impact of the innovation hubs, by expanding the target of the innovation hub and increasing the outreach to the most vulnerable/marginalized groups.

III. Regional approach and lots
The total indicative amount available under this Call for Proposals is 1,015,000 Million EUR. The contracting authority reserves the right not to award all of the available funds.
Given the particularity of Palestine and the different characteristics of each of its localities, a regional approach is promoted. This means that the project foresees to support the installation of minimum 7 innovation hubs divided into 3 lots (in line with the regions: East-Jerusalem, Gaza and the West-Bank) with the following budget distribution:
· LOT 1 West-Bank 435,000 EUR (Four Hundred Thirty-Five Thousand Euro)
· LOT 2 Gaza 435,000 EUR (Four Hundred Thirty-Five Thousand Euro)
· LOT 3 East Jerusalem 145,000 EURO (One Hundred Forty-Five Thousand Euro)
If the funds are not used in one lot/region, they can be re-directed at another region.
Clarification on East-Jerusalem:
In this Call for proposals, East-Jerusalem is considered as:
•J1 area
•East-Jerusalem which was annexed unilaterally by Israel in 1967
•Including: Beit Hanina, Shufat Refugee Camp, Shufat, El Isawiya, Jerusalem Al Quds (Sheikh Jarrah, Wadi al Joz, Bab a Sahara, As Suwanna, At Tur, Ash Shayyahm Ral al Amud), Silwan, Ath Thuri, Jabal al Kukabbir, As Sawahira al Ghabriya, Beit Safafa, Sharafat, Sur Bahir, Umm Tuba and Khufr Aqab
•J2 area
- Other locaties of Jerusalem Governerate outside J1 forcefully annexed by Israel (mostly located in Area C)
- Including: Rafat, Mikhmas, Qalandiya Refugee Camp, Bedouin commity Jaba, Qalandiya, Beit duaau, Jaba, Al juderia, Beit Anan, Ar Ram, Dahiyat al Bareed, Al Jib, Bir Nabala, Beit Ijza, Al Qubeiba, Khirbet Umm al Lahem, Biddu, An Nabi Samwil, Hizma, Beit Hanina al Balad, Qattana, Beit Surik, Beit Iksa, Anata, AL Kaabina, Arab al Jahalin, El eizariya and Abud Dis, Qa Zaayyem, Al Sawahira ash Shariquya and Ash Sheikh Sa’d.
